Zambia and Ethiopia Sign Digital Identity Partnership Agreement
Zambia and Ethiopia signed a cooperation agreement to develop joint digital identity systems in Addis Ababa. The partnership establishes technical collaboration between Zambia’s Ministry of Home Affairs, Smart Zambia Institute and Ethiopia’s National ID Program. Both nations aim to create secure infrastructure supporting digital services and economic participation.

Technical Cooperation Combines Regional Expertise
The partnership enables knowledge exchange between Zambia’s digital payment infrastructure and Ethiopia’s foundational ID systems. Zambia’s ZamPortal platform provides access to immigration, land registration and vehicle licensing services. Ethiopia’s Fayda Digital ID operates as an open and scalable identity architecture model.
Both governments will address challenges including underserved community access and digital literacy gaps. The agreement prioritizes data protection and cybersecurity measures. Digital sovereignty remains central to the framework, ensuring nations control infrastructure and data governance systems.
Regional Integration Supports Digital Economy Growth
The cooperation aligns with Agenda 2063, the African Union’s continental integration vision. Zambia and Ethiopia position themselves as leaders in regional digital cooperation. The partnership establishes precedents for mutual learning in digital public infrastructure development.
