Uganda Gambling Prevention Initiative Focuses on Education Over Prohibition

Gamcare Uganda advocates education over gambling prohibition, despite government earning $92.9 million annually from the sector. Ugandans wagered over $2.3 billion in 2024/2025 as participation reaches concerning levels.

Youth Unemployment Drives Gambling Participation

Uganda’s population is 77 percent under 25 years old with more than 10.7 million young adults unemployed or out of school. Over 80 percent of boda boda riders, representing 1.2 million in Uganda’s second-largest employer industry, gamble daily or weekly. Street vendors, market traders, and office workers participate regularly. Founder Joshua Nyakairu explains gambling has deep social and economic roots.

“The reality is far more complex than it appears,” Nyakairu stated. “We should equip our people with the knowledge and tools to take control and gamble more safely and responsibly.” He emphasizes informed choices lead to safer habits. “When people are equipped with the right information, they make better choices and protect themselves from harm. Uganda’s future depends on how we guide our young population today.”

Organization Implements Nationwide Prevention Programs

Gamcare Uganda runs Play Safe, Be Responsible community campaigns, Annual Responsible Gambling Awareness Week Uganda in November, and school-based advocacy programs targeting underage gambling. “Our position is clear. Gamcare Initiative Uganda is neither for nor against legalised gambling. Our mission is to ensure that those who choose to gamble can do so responsibly, without harm to themselves, their families, or their communities, and that those who have problems with gambling get the support they need,” Nyakairu explained.

Strong compliance builds public trust, attracts investors, and strengthens industry credibility. The goal is building a culture of responsibility, safeguarding lives while sustaining the industry.
