Madagascar’s Authority for the Regulation of Communication Technologies has engaged with mobile network operators following public complaints about high mobile internet costs. The regulator requested operators to reassess and adjust tariffs to improve service affordability.

Consumer Complaints Prompt Regulatory Intervention

ARTEC received numerous consumer reports expressing concerns about internet access affordability across Madagascar in recent weeks. The authority called on telecommunications operators to review mobile internet pricing as soon as possible. This initiative continues regulatory efforts that began in late 2024. That work resulted in the first tariff adjustment round currently in effect.

ARTEC clarified its regulatory role under Act No. 2005-023, as amended. The agency does not directly set operator prices. Instead, ARTEC acts as facilitator and mediator. The authority promotes collaboration among industry stakeholders. This approach seeks balanced, equitable, and lasting solutions benefiting the digital ecosystem.

Authority Focuses on Digital Access Expansion

ARTEC reaffirmed commitment to advancing affordable and inclusive internet access supporting national development. The regulator continues working with telecommunications companies and state institutions. The goal is fostering a fair, competitive, and accessible digital environment. Madagascar’s growing digital economy requires sustainable pricing within the telecommunications sector.

The regulatory intervention demonstrates ongoing focus on ensuring fair pricing structures. Consumer concerns about mobile internet costs triggered the latest review process. ARTEC’s mediation role emphasizes industry collaboration over direct price controls. The approach aims to balance operator sustainability with consumer affordability needs.
