Liberia Launches Five-Year Gaming Sector Transformation Plan

Liberia’s National Lottery Authority has initiated a five-year strategic plan from 2025 to 2030 to transform the country’s gaming sector into a major revenue source. Meanwhile, the initiative channels gambling institution income toward national development priorities under the ARREST Agenda.

Regulatory Framework Targets Revenue Maximization

NLA Director General Peter Solo described the plan as positioning the Authority as Liberia’s strategic gaming regulator. Therefore, management will implement staff motivation programs to achieve corporate productivity. Moreover, Solo stated that “in order to achieve quality performance of the plan, management will put in place a high level of staff motivation to achieve corporate productivity, define our path forward and chart a course for sustainable growth, innovation, and excellence.” Consequently, the initiative serves as the organization’s operational blueprint.

Solo emphasized that the strategic plan will guide efforts to maximize funding for President’s Agriculture, Road, Rule of Law, Education, Sanitation, and Tourism Agenda. Additionally, the program promotes responsible gaming and enhances operational integrity. Therefore, the session focuses on transforming the NLA into a more efficient and customer-focused institution. Technical Consultant Charles Collins Yorke noted the roadmap incorporates SMART goals and key performance indicators.

Development Agenda Drives Operational Reforms

The five-year initiative outlines major reforms designed to modernize operations and enhance revenue generation. Subsequently, the program deepens stakeholder engagement and strengthens organizational transformation. Moreover, the Authority aims to become a model gaming regulator through digitalization and regulatory excellence. Therefore, the plan aligns gaming sector development with Liberia’s broader national objectives.

Yorke stated that the NLA has authority to seek additional income sources from gambling institutions. Meanwhile, the Authority continues overseeing Liberia’s official lottery system following its legislative establishment on March 6, 2015. Consequently, the strategic plan emphasizes integrity, transparency, and sustainable growth across the gaming industry.
