In a recent move by the Lagos State Lotteries and Gaming Authority (LSLGA), attention has been focused on several organizations allegedly conducting gaming operations within Lagos State without the necessary legal approvals.

According to Section 33(3) of the said law, it is unlawful for any entity to operate gaming activities within the state boundaries without an LSLGA-issued license.

The listed organizations accused of these violations include notable names such as ZEBET, MOZZARTBET, and GOBET247, among others. This announcement underscores the state’s commitment to regulating the gaming industry and safeguarding public interests.

Legal Precedents and Constitutional Powers

The legal stance of the Lagos State Government is backed by Section 4(7) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), which empowers the state to regulate lottery and gaming activities. This position is supported by various judicial decisions, such as the notable case of Edet v Chagoon, where the Court of Appeal recognized that betting and gaming fall outside the National Assembly’s exclusive legislative scope, placing them under state control.
