Equatorial Guinea Launches Digital Gaming Regulatory Framework

Equatorial Guinea has established a comprehensive digital regulatory framework for online gaming, betting, and casinos through Cyprus-based Mascott Capital Partners as master licensee. The initiative operates under Law 2/1995 and regulatory reforms from Law 10/2017, positioning the oil-dependent nation to diversify its economy through regulated gambling revenue.

Centralized Licensing Platform Manages Operator Applications

Mascott Capital Partners will oversee domestic and international operator licensing through a centralized online portal. The digital platform streamlines application processes while enforcing responsible gambling practices and anti-money laundering protocols. Antonio-Pedro Oliveira Burupu, Minister for Tourism and Tourism Infrastructure, stated that “the launch of online gaming, online betting and online casinos in Equatorial Guinea is one of the most significant measures taken by gaming regulators in the country’s history.”

The regulatory framework aims to eliminate unregulated gambling activities while attracting international investment and technological partnerships. The licensing structure provides operational clarity for potential operators entering the market. The government expects the framework to stimulate job creation within developing technology and entertainment sectors.

Economic Diversification Strategy Targets Investment Growth

Equatorial Guinea joins Nigeria, Kenya, Uganda, and Botswana in implementing comprehensive online gaming regulations across Africa. The framework aligns with broader economic diversification goals beyond oil dependency. Burupu explained that “this initiative represents a significant step forward in promoting Equatorial Guinea as a recognised jurisdiction for remote online gaming, online gambling and online casino businesses.”

The regulatory system’s effectiveness will depend on consistent implementation and ongoing oversight to ensure operator compliance. Consumer protection measures remain central to the framework’s design. The modernized gambling landscape aims to meet international standards while generating new revenue streams for the Central African nation’s economy.
