Burundi Lottery Agency Transitions to Full Gambling Regulator by 2035

Burundi’s National Lottery is converting from operator to regulator through a multi-year program that installs digital monitoring systems and ends direct gambling activities. The agency known as LONA has contracted technology provider NSoft to build oversight infrastructure for sports betting, lotteries and online gaming platforms across the country.

Technology Platform Covers Multiple Sectors

The NSoft system initially covers lotteries, sports betting, horse racing and digital platforms. Casino oversight will be added in subsequent implementation stages. The platform aims to verify revenue reporting accuracy and enforce compliance standards across licensed operators.

LONA stated through African Media Agency that the deployment represents a significant element in revenue strategy. “The implementation of NSoft’s technological governance solutions to oversee the gambling sector in Burundi is a key step in our revenue-mobilisation strategy and in the restoration of our digital sovereignty. We are confident that we can now achieve our objectives,” the agency noted.

Regulatory Framework Targets Fraud

The Ministry of the Interior, Community Development and Public Security identified fraud prevention as a primary restructuring objective. The ministry emphasized that addressing illegal gambling operations remains central to the transformation program. LONA indicated it will function as a dedicated regulatory body moving forward.

The agency is also working with the Democratic Republic of Congo on cross-border regulatory alignment. The partnership addresses knowledge sharing, harmonized standards and transparency improvements relevant to operators active in both jurisdictions. Industry observers view LONA’s comprehensive approach as a potential reference for other African markets developing gambling oversight frameworks.
