Uganda Faces Scandal Over Alleged Casino Operations at Dubai Consulate

Uganda is at the center of a controversy following allegations that its Dubai consulate has been operating as a casino, raising serious concerns about the violation of international laws and diplomatic protocols. The issue has sparked a heated debate in Uganda’s Parliament, with calls for an independent investigation and potential ministerial resignations.

Ugandan Consulate in Dubai Accused of Operating Casino

The issue was raised in Uganda’s Parliament by Shadow Foreign Minister Muwada Nkunyingi on August 1, 2024, after social media reports suggested that the consulate was profiting from gambling activities. Nkunyingi urged for a thorough investigation, warning that such actions could strain Uganda’s diplomatic relations with the United Arab Emirates (UAE).

During the parliamentary session, Nkunyingi stressed the seriousness of the allegations, pointing out that turning the consulate into a gambling venue would violate both UAE and international laws, as well as Uganda’s own legal standards for diplomatic conduct.

“Parliament pushed for this consulate to extend support and services to Ugandans… turning the consulate into a casino and a gambling house contravenes the laws of UAE, our laws, and international laws governing diplomatic premises,” Nkunyingi stated.

Government Response

The controversy quickly attracted the attention of Prime Minister Robinah Nabbanja, who instructed Foreign Affairs Minister Jeje Odongo to address the allegations. Deputy Speaker Thomas Tayebwa also summoned Odongo to explain the situation to Parliament.

Odongo committed to conducting a thorough investigation, stating, “I assure you that we are taking this matter seriously and will get to the bottom of it. A report will be presented to Parliament once the investigation is complete.” However, he refrained from making further comments to avoid compromising the ongoing investigation.

Demands for Ministerial Resignation

Amid the unfolding situation, several Members of Parliament, led by Nkunyingi, have called for Minister Odongo’s resignation to ensure the independence of the investigation. They argue that Odongo’s continued involvement could influence the probe’s outcomes, given his significant role in Uganda’s diplomatic affairs.

Nkunyingi emphasized, “Gen Odongo’s continued involvement in the probe will jeopardise its findings. He is a key figure in the diplomatic corps, and his stay in office may compromise the investigation. We demand that he resigns to ensure a fair and independent investigation.”

The Ugandan Consulate in Dubai was established as part of efforts to strengthen economic and commercial ties with the UAE and to provide services to the growing number of Ugandans living and working in the region. Initially set up as a liaison office in October 2021, the facility was upgraded to a full consulate in 2022, reflecting the increasing importance of Uganda’s relationship with Dubai. The current allegations, however, threaten to undermine these diplomatic efforts and cast a shadow over the consulate’s operations.
