Funding Challenges for Kenya’s Betting Control and Licensing Board
The Betting Control and Licensing Board (BCLB) of Kenya has raised concerns about inadequate budget allocations despite generating significant revenue. In a recent presentation to the National Assembly’s departmental committee, BCLB Director Peter Mbugi highlighted the board’s financial achievements and the challenges posed by limited funding.
Increased Revenue Amidst Budget Constraints
The board reported a revenue generation of Sh256 million in the 2023/2024 financial year, contrasted by a budgetary allocation of Sh109 million.
Mbugi emphasized the crucial need for sufficient financial resources to support various operational aspects of the gaming industry.
This includes adequate staffing, specialized training, and continuous professional development to maintain a well-regulated gaming environment across Kenya.
According to Mbugi, the board aims to ensure public protection, generate revenue, promote responsible gambling, and foster investment growth in the gaming sector.
Technology Investment for Effective Regulation
A significant portion of Kenya’s gambling activities now occurs online, which requires advanced technological solutions for effective monitoring and regulation.
Mbugi pointed out that over 80 percent of gambling activities in the country are online, making real-time monitoring essential.
He advocated for substantial investment in technology, including the necessary equipment and tools to oversee the industry efficiently.
Legislative Support for Industry Transformation
To support the envisioned transformation of the gaming industry, the BCLB has urged Parliament to pass the Gambling Control Bill 2023.
This bill, currently before the Senate, aims to provide a strong legal framework to facilitate the board’s regulatory functions and ensure a well-structured gaming environment.
